The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Home grown Islamists may hit US: FBI chief
Full Story

WASHINGTON -- The United States could be attacked by "home grown" Islamist terror groups, the FBI's chief has warned.

FBI Director Robert Mueller told the London Financial Times newspaper in an interview published Thursday that the United States could face attacks from "home-grown terrorism" very similar to the July 7 bombings in London that killed 52 people and wounded another 700, Mueller said.

When asked if the United States could face such attacks from "home-grown groups", Mueller answered emphatically: "Absolutely, it could," the Financial Times said.

"Clashes break out in N Caucasus"

ARTICLE SNIPPET: "Gunfire has been heard throughout the city
Fighting has erupted between police and rebels in government buildings, a school and airport in Russia's volatile North Caucasus region, say reports.
At least two suspected rebels have been killed and a policeman wounded in the clashes in Nalchik, the main city of Kabardino-Balkaria.

Children were being evacuated from the school as gunfire resounded around the town, said witnesses.

Kabardino-Balkaria is a Muslim region near war-ravaged Chechnya.

There have been several confrontations this year between the authorities and alleged extremists in the province.

"At the present moment, federal forces have clashed with certain armed bands," regional deputy state prosecutor, Nikolai Shepel, was quoted by Russia's Interfax news agency as saying.

"Steps are being taken to eliminate the bandits.""

IRAQI, U.S. PATROLS CATCH BOMB SUSPECTS, STOP ATTACKS

BAGHDAD, Iraq — Iraqi Army and Coalition Forces, working to provide security for the upcoming Constitutional Referendum vote, captured four suspected bombers, seized bomb-making equipment and prevented several terrorist bomb attacks in the capitol city Oct. 11.

Task Force Baghdad Soldiers from the 11th Armored Cavalry Regiment found bomb-making materials hidden in an abandoned house while patrolling in another area of west Baghdad. The Soldiers discovered four radios, batteries and timing devices, equipment often used to detonate bombs.

Two hours later, the same unit seized more improvised explosive device accessories at another house and detained four suspected bomb builders. A search of the house revealed eight radios, four motorcycle batteries and four timing devices.

The four terror suspects were taken into custody for questioning.

Task Force Baghdad Soldiers also found and disabled six roadside bombs Oct. 11. In every instance, the Soldiers cordoned off the area to keep people away and called in teams of explosive experts to safely detonate or remove the bombs.

Religious leader wants Islamic Somalia

Despite the recent formation of a transitional government, Somalia remains a quasi-anarchic state. Of course, the only solution for the fundamentalists is the creation of an Islamic state. From the AP:

An influential religious leader and alleged al-Qaida collaborator vowed in an interview Wednesday to establish an Islamic state in Somalia, a lawless Horn of Africa nation the United States fears could grow into a major base for Islamic terrorists.
"The Western world should respect our own ideas in choosing the way we want to govern our country, the way we want to go about our own business. That is our right," said Sheik Hassan Dahir Aweys, a key figure in a growing religious camp vying with secular factions for control of Somalia.

Apparently, Somalia becoming an Islamic state is already a foregone conclusion for Sheik Aweys. Otherwise he would have considered opposing secular factions residing in his own country before ranting about the West.

Speaking by telephone from a mosque in northern Mogadishu, Somalia's capital, Aweys told The Associated Press Wednesday that his enemies invented allegations he is a terrorist and that non-Muslims too often think that all fundamentalist Muslims are terrorists.
He said he and his followers, who include armed militiamen, would not rest until they had established an Islamic government in Somalia. He said he opposed efforts to install a Western-style democracy and called for the international community to leave Somalis alone to choose their own future.

Aweys said he would wage holy war on any foreign forces that enter Somalia and that he plans to have an important role in the country's future.

"I can influence all of my people with the faith and our religion," Aweys said. "The existing government is not an Islamic one and we will be having our own Islamic faith and we will be very strong in influencing our people."

Sheik Aweys' position is clear: Islam and nothing else.

ICE AND HONDURAN GOVERNMENT ANNOUNCE NEW TELECONFERENCING PROGRAM TO SPEED DEPORTATIONS
Honduran Government will be the first to conduct consular interviews by video teleconference

HOUSTON, Texas — U.S. Immigration and Customs Enforcement (ICE), in cooperation with the government of Honduras, today announced the first Video Teleconferencing (VTC) pilot program, which is aimed at expediting interviews of Honduran immigration detainees in order to speed the removal of these detainees.

ICE and the government of Honduras, working with the U.S. State Department, began discussions on VTC capability in February 2005. The pilot program will enable Honduran consular offices to interview detainees via video teleconference to confirm their nationality, rather than through in-person interviews. Confirmation of nationality is required to obtain travel documents and complete the deportation of these detainees. VTC will provide consular offices with an additional tool to conduct detainee interviews more frequently, allowing ICE to complete deportations more quickly.

“The VTC is a great example of the innovative approach ICE is taking to immigration enforcement,” said Marc J. Moore, ICE San Antonio field office director. “Consular officers are able to quickly reach out to Honduran citizens in our custody, while ICE is able to save money by reducing the amount of time detainees stay in detention and completing the deportation more rapidly.”

The Honduran Ambassador to the U.S., Norman Garcia, also commented on the new pilot: "The Government of President Ricardo Maduro has realized the importance of the Honduran Community in the U.S., that is why his administration has recognized the importance of the VTC project — for Hondurans won't have to stay in detention centers longer than they need be, and will be able to go back to their families ASAP."

The government of Honduras officially approved using VTC on April 26, 2005 after careful consideration. This pilot program will soon be expanded to Honduran consular offices in Phoenix, Ariz., and Los Angeles, Calif. The government of Honduras indicated that VTC capability will ultimately be installed in all of its consulate offices across the nation.

This VTC program is the latest of several initiatives launched by the Department of Homeland Security (DHS) to deter aliens from illegally entering the United States by apprehending and quickly removing them to their countries of origin. Last month, for example, Homeland Security Secretary Michael Chertoff expanded Expedited Removal (ER) authority to the entire southwest border.

ER is an administrative process aimed at reducing the number of “Other than Mexicans” (OTMs) who have spent less than 14 days in the United States and who are apprehended within 100 miles of the border. OTMs apprehended under ER are detained and quickly returned to their countries of origin after receiving their travel documents. They are not required to appear before a federal immigration judge. According to DHS statistics, from October 2004 through August 2005, ICE repatriated more than 6,600 Honduran nationals.

"'Several dead' in Caucasus clash"

ARTICLE SNIPPET: "Gunfire has been heard throughout the city
A number of police and rebels have been killed in fighting across a city in Russia's volatile North Caucasus area.
Civilians are also feared caught up in the clashes that spread to a school, airport and government buildings in Nalchik city, Kabardino-Balkaria.

A hospoital source told Moscow radio there were 20 "uniformed" bodies.

Kabardino-Balkaria, a Muslim area near war-ravaged Chechnya, has been the scene of several confrontations between authorities and alleged extremists.

A police official told Itar-Tass news agency that a number of police and militants had been killed.

"We are checking the information about fatalities at police stations and possible victims among civilians," he said.

A source at Nalchik's Republican Hospital told Ekho Moskvy radio that the dead who had been brought in were "all people in uniform".

At least 40 injured people had been taken to the hospital, with more arriving all the time, the source added."

Here's a few things I have noticed.

It looks like it breaks down into two groupings of 4 bytes each. Like so...

9/29/05 --433c4637 433c495d--
10/3/05 --434077f8 43407a43--
10/4/05 --4342c969 4342cb20--
10/5/05 --43439076 434397ad--
10/5/05 --4343fd76 4343fe9c--
10/12/05 --434d1b4f 434d1b7c--
10/12/05 --434d1b4f 434d1b7e--
10/12/05 --434d1b4f 434d1b84--
10/12/05 --434d6d78 434d6d86--
The first byte in every group is 43. The second byte looks to be counting up. At first I thought maybe it was counting up each day, but that doesn't work. Although, the first and second bytes are the same in each group that are posted on the same day.

The last two bytes in each group are a bit of a mystery, although it looks like there also a pattern of counting up in the last byte.

These don't seem to translate to any meaningful ASCII characters, nor do they fit any Unicode charcters that I could find. It's very puzzling.

BTW, every watch the movie "Pi"? That's how I feel right now...looking for a pattern in the numbers... :)

I know nothing about computer programming/writing, but my first thought was "Credit card numbers", this was once a big deal on the internet and about a year ago the Feds broke it up, there was a thread on the breakup, here, but I have no idea of the name.

Starting with the last number, it pulls a big return at Google, including nuclear, motels, computer programming, etc.

http://www.google.com/search?client=googlet&q=--434d6d78434d6d86--%20

Strange, this number pulls the same links, note the top one says out on Friday, there are several chemical sites & eBay.

http://www.google.com/search?client=googlet&q=--434d1b4f434d1b84--%20

This is the 3rd from the bottom and pulls the same links as the other two.

http://www.google.com/search?client=googlet&q=--434d1b4f434d1b7e--%20

The first number pulls the same pages, I went in a couple pages and got the mice link below.

http://www.google.com/search?client=googlet&q=--433c4637433c495d--%20

This is a link to a lab for mice strains and DNA, I think.

I didn't get any google on the right hand column, but the left hand numbers pull the same links as the full numbers do.

I did not check them all, only part of them.

EXPLOSIVES EXAMINED (UCLA)
The Daily Bruin ^ | 10-12-2005 | Richard Clough

Posted on 10/12/2005 8:08:09 PM PDT by Dr. Eckleburg

Los Angeles Police Department officials said Tuesday that two juvenile
suspects are being sought in connection with the incident involving an
explosive device found Oct. 7 on the 500 block of Midvale Avenue.

Officials also said police consider the suspects to pose no threat and
their actions as tantamount to "some kids playing around," said Sgt.
Katherine Plows of the LAPD.

Authorities would not say whether the suspects are believed to be
UCLA students or if they have any UCLA ties.

Responding to a call made at 11:13 a.m. Friday, authorities arrived at
527 Midvale Ave. to find an improvised explosive device made from
two M-80 fireworks taped together, Plows said. One of the fireworks
was detonated but the other was a dud, she said. M-80s are illegal in
the United States.

Though several residents said they heard a small explosion sometime
between 5 a.m. and 8 a.m. that morning, the police were not called
until a resident found the device several hours later in the open-air
courtyard within the Midvale Plaza apartment complex. The LAPD
bomb squad inspected and detonated the device shortly after 1 p.m.
Friday.

Jihad Web Sites Offer Nuke Plans
NewsMax ^ | 10/12/05 | NewsMax

Posted on 10/12/2005 6:38:32 PM PDT by wagglebee

Two Islamist web sites are now offering instructions on how to build a
nuclear bomb and use it to wage jihad against America.

The Middle Eastern Media Research Institute reports that a "how-to"
manual dubbed: "An Encyclopedia for the Preparation of Nuclear
Weapons" turned up in the last week on web sites with Arabic titles
that translate to mean "Paradise" and "Mujahadeen."

The Encyclopedia offers a nine step lesson in nuclear bombmaking and
runs about 80 pages. It was also published under the title: "The
Nuclear Bomb of Jihad and the Way to Enrich Uranium."

The web site posting was dedicated to as "the commander of the Jihad
fighters, Sheikh Osama bin Laden, for the purpose of Jihad for the
sake of Allah."

The "Encyclopedia" was published as "a scientific research by Jihad
Fighter No. 1," who wrote: "For the past two years, I have been
studying nuclear physics through various scientific forums and Jihadist
forums. Similarly, I have been studying the technology of missiles and
various types of explosives and explosive devices."

Jihad Figher No. 1 goes on to explain:

"I believe that the strategic balance of Jihad fighters from a military
point of view cannot change without proper scientific progress.
However, this kind of progress, along with the [necessary]
experiments, require laboratories.

"Therefore, my brother the Jihad fighter, I have tried to present
experiments that are simple and within your capabilities, or, as is
commonly said, [that can be conducted] in the kitchen . . . .

"What is important now [to recall] is that the nuclear device is a bomb
with special qualities, which requires means for its transportation to
its final goal – whether it be carried by an airplane or a missile.
Hence, it is very important to acquire knowledge about missiles as a
means of carrying and launching."

Passengers tattle on pilot after ride in stolen jet
Atlanta Journal-Constitution (excerpt) ^ | October 13, 2005

Posted on 10/13/2005 2:12:10 AM PDT by HAL9000

Excerpt -

Imagine taking a joyride with five friends — a fine trip,
covering 400 or so miles, the sort of nighttime jaunt where the
lights of towns and cities below twinkle like diamonds tossed
across black velvet.

Then imagine that trip coming to a rude conclusion when your
five fellow travelers finger you as the guy who stole that ride,
a $7 million Cessna Citation VII.

That's the situation facing Daniel Andrew Wolcott of Buford.
Police arrested him Wednesday and charged him with taking
the airplane, boosted from St. Augustine, Fla., last weekend
and flown to Gwinnett County Airport/Briscoe Field.

Wolcott, 22, is facing five misdemeanor counts and one felony
charge in Gwinnett for the alleged theft. He may face more,
too: Federal officials and Florida authorities are considering
filing charges.

Police said Wolcott has a commercial-rated pilot's license, but
is not licensed to fly the Cessna, a sophisticated machine that
can climb eight miles into the sky and exceed 500 mph.

Wolcott, said police spokesman Darren Moloney, "apparently is
a talented and gifted pilot."

Thai insurgency backed by 3,000 Libyan-trained
militants
The Nation ^ | Oct 12 , 2005

Some 3,000 "core militants" received military training in Libya before
joining the Islamic insurgency in Thailand's Muslim-majority south, a
top general said Wednesday.

"The militants have advanced over the last 20 years, as the core
members went to receive military training in Libya for four years, just
like our soldiers train," General Panlop Pinmanee told a seminar of
100 security officials.

"When they returned they became the chief operators in the south.
Those militants have (the) same capacity as our commandos. There
are 1,000 of them in each province and all together there are 30,000
sympathisers across three provinces," he said.

I am wondering how easy it would be to get one of these?

What would happen if hundreds were set off at once? Are these on the same frequency as the other planes in the sky?

Unfortunately, I don't know enough about emergency transmitters to give you an educated answer.

What I do know is the National Guard and local law enforcement were tied up for 16 hours searching for the transmitter.

Can you imagine if hundreds were set off?!? Yikes.
