SNIPPET:Investigators say the burglar broke into the gun shop by cutting the phone lines, disarming the alarm system and removing the burglar bars from the windows. Altogether, nearly 100 weapons were stolen -- 51 semi-automatic handguns, 32 assault rifles, an array of knives and boxes of ammunition.

"It's a real concern what people are going to do with guns like that," admitted shop owner Jane Downing. Police say the strange part about this burglary is that no money was stolen, only the weapons. That has them very concerned.

"They could get in the hands of some gang members, such as the Mexican Mafia," said Angleton Police Sgt. Kirk Coleman. "So you've got the problems down along the Texas border in Nuevo Laredo. There is speculation they could be headed that way."

Explosion at Trinidad Cooking Oil Plant Wounds Four Workers, Two Critically

PORT-OF-SPAIN (AP) - A fiery explosion late Wednesday at a factory in Port-of-Spain wounded four workers, including two who suffered severe burns, officials said.

The cause of the explosion was not immediately known, said Fire Officer Mark Martin. The incident occurred at the Edible Oil Complex of state-owned National Flour Mills Ltd.

The two workers who were severely burned were reported in critical condition, while the injuries of the other two employees were considered minor, Martin said.

Damage to the inside of the factory was extensive and operations were expected to be halted at least through Thursday while authorities investigate the cause of the late-night explosion, said Franklin Daharu, the acting general manager.

National Flour produces about 300 tons of soybean oil per day at the plant.

Support for Democracy Is Highest U.S. Priority in Caribbean

USAID's Adolfo Franco says 2006 election in Guyana will be "challenge"

Support for democratic governance remains the highest U.S. priority in the Caribbean, says Adolfo Franco, assistant
administrator for Latin America and the Caribbean at the U.S. Agency for International Development (USAID).

In congressional testimony October 19, Franco outlined USAID programs in the Caribbean, telling lawmakers that trends over
the past two decades "clearly indicate a deepening of democratic values as democracy becomes the expectation of citizens and,
in a globalizing world, the expectation of the marketplace."  (See related article.)

Civilian, rather than military, governments now are in place in all countries of the Caribbean except Cuba, Franco said, though
he added that progress toward democracy could be "undermined by weak public institutions, crime, and corruption."

Franco predicted that in 2006 the "elections challenge" in the Caribbean will be in Guyana, where "deep political schisms"
aligned along ethnic lines threaten to "further deteriorate public confidence in the two main political parties and erode
democracy."  USAID, he said, is continuing to fund technical assistance and training for the Guyana Elections Commission,
while also supporting a "national-level dialogue aimed at reducing ethnic tensions in politics."

U.S. SUPPORT FOR ELECTIONS

He told the House International Relations Subcommittee on the Western Hemisphere that while transparency and
anti-crime/corruption activities are important to strengthening democracy, USAID's greatest efforts in the Caribbean are to
promote and maintain democracy through the support of elections.  USAID, he said, has worked successfully with Guyana,
Jamaica and the Dominican Republic to develop modern electoral systems capable of conducting free and fair elections.

In Haiti, Franco said, USAID is coordinating with other international donors to assist the Haitian Provisional Electoral
Commission in carrying out elections scheduled for November and December.  (See related article.)

USAID is contributing funds to support the efforts of the Organization of American States and U.N. Development Program in
registration and electoral oversight in Haiti.  He added that USAID assistance in that country includes technical support for
voter education, journalist training, political-party strengthening and support and international election observers.

Cuba "presents a unique exception to the trend of democracy in the region," Franco said.  USAID supports the policy goal of
promoting a rapid, peaceful transition to democracy in Cuba and offers grants to U.S. universities and nongovernmental
organizations to increase "the flow of accurate information on democracy, human rights, and free enterprise to, from, and within
Cuba."

USAID also works to improve the region's investment climate and reduce "constraints to business by assisting Caribbean
governments to enact legal, policy and regulatory reforms that promote trade liberalization, hemispheric market integration,
competitiveness, and investment," Franco said.

HIV/AIDS REMAINS LARGEST HEALTH THREAT

The HIV/AIDS pandemic, Franco said, is the largest health threat to the Caribbean, citing the fact that outside sub-Saharan
Africa, the Caribbean region has the highest HIV/AIDS rate in the world.  By the end of 2004, he said, the number of AIDS
cases in the region was estimated to be at least 440,000, including the 53,000 people who acquired the virus in 2004. Haiti is
considered the Caribbean country most affected by HIV/AIDS. (See also HIV/AIDS in the Caribbean.)

About 1,000 HIV-positive infants are born each year in the Caribbean, Franco said, adding that both HIV prevalence and AIDS
cases are under-reported in the region, possibly by as much as 30 percent to 75 percent.

Jihad comes to Trinidad

The bombs was described as being of ‘low density’, however it was reported that 7 people were injured due to the explosion outside the popular nightspot, ‘Smokey and Bunty.’ The frequently attended nightspot was literally yards away from the St. James Police station....
Detectives had received information prior to Friday’s events concerning the possible threat to the Port of Spain. Cedric Neptune, President of the Police and Welfare suggested that the police were on high security alert; however he was not at liberty to disclose any further information to the press.

There have now been five arrests in connection with Friday’s bombing, one of whom is affiliated with the local militant Muslim group, otherwise known as Jaamat-al Muslimeen....

There have been a series of bomb attacks on Trinidad. The 11th July on Frederick Street, Port of Spain saw 15 causalities, 10th August on George Street showed no casualties, and 10th September only one person suffered minor injuries.
