The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Home grown Islamists may hit US: FBI chief

WASHINGTON -- The United States could be attacked by "home grown" Islamist terror groups, the FBI's chief has warned.

FBI Director Robert Mueller told the London Financial Times newspaper in an interview published Thursday that the United States could face attacks from "home-grown terrorism" very similar to the July 7 bombings in London that killed 52 people and wounded another 700, Mueller said.

When asked if the United States could face such attacks from "home-grown groups", Mueller answered emphatically: "Absolutely, it could," the Financial Times said.

Riyadh, 18 Oct. (AKI) - The Saudi police in the holy Muslim city of Mecca arrested a group of Nigerian immigrants on Monday who were distributing leaflets carrying a big photo of Osama bin Laden. According to Arab newspaper al-Hayat, before they were detained by the security forces, the Nigerians had handed out many copies of the flyer in at least five areas of the city, which is the most important in the Islamic world.

The contents of the leaflet were highly critical of the Saudi government and close to the Jihadist thinking, the newspaper reports. During the interrogations it emerged that the young Nigerians had been approached by an unknown man who, in exchange for a large sum of money, had asked them to distribute the flyers everywhere. Taking advantage of the Nigerians' scant knowledge of Arabic the man had told them the document merely contained advice and direction of a religious nature.

Also on Monday, Saudi police uncovered a terror cell in the Kharaj area, 100 kilometres to the south of Riyadh, finding explosives and weapons in an apartment there, which had been rented out recently by militants who escaped a gun battle with the security forces in the northern city of al-Rass in April. At least fourteen militants were killed in the stand-off, which lasted three days. One of the dead was reported to be local al-Qaeda leader Saleh Al-Oufi, but this turned out to be false, as al-Oufi was then killed in Medina in August after another three day stand-off with the security forces.

36 ILLEGAL WORKERS ARRESTED AT A NORTH CAROLINA DEFENSE CONTRACTING COMPANY
Arrests are the latest in ICE's law enforcement program targeting critical infrastructure and national security worksites.


DURHAM, NC - U.S. Immigration and Customs Enforcement (ICE) agents, in conjunction with the Defense Criminal Investigative Service and the Social Security Administration, today arrested 36 foreign nationals who were working illegally for a government contractor that routinely performs work for the Department of Defense, NASA and the Department of Energy and two of its subcontractors.

ICE agents apprehended the individuals during a shift change at Cree, Inc, a manufacturer of electronic devices using silicon carbide semiconductor technology and other high technology devices.

Eight of those arrested worked for Cree. The other individuals arrested worked for two of Cree's subcontractors. Agents found that many of the illegal workers had used invalid, altered or falsified documents to illegally obtain employment, and they continue to investigate the entirety of the circumstances surrounding their employment. Those arrested were from Congo, the Gambia, Ghana, Guatemala, Indonesia, Israel, Kenya, Mexico, Pakistan, and Togo.

"ICE prioritizes worksite enforcement efforts by focusing on worksite investigations related to national security, like at Cree, as well as those related to critical infrastructure and employers who engage in egregious criminal violations," said Tom O'Connell, Resident Agent-in-Charge for ICE in Raleigh. "We appreciate Cree's efforts to work with us to make their worksite more secure. Unauthorized workers pose potential homeland security threats. Not only is their identity in question, they may also be vulnerable to exploitation by terrorists and other criminals."

All of those arrested were placed into removal proceedings. They will have an opportunity to have their deportation cases heard before an independent immigration judge.

Cree, Inc. is not a subject of the investigation. The management of Cree has been more than cooperative in the investigation. Cree has one of the most stringent hiring processes and background checks that ICE has encountered.

Today's operation is part of ICE's comprehensive strategy for worksite enforcement aimed at promoting national security, protecting critical infrastructure, and ensuring fair labor standards. As part of the strategy, ICE agents focus significant attention on facilities and companies that provide products and services to the U.S. military.

In recent weeks, ICE agents have made a number of arrests at military facilities. On October 5, ICE arrested three illegal aliens (from Indonesia & Senegal) who served as language instructors at the U.S. Army Special Operations Command at Fort Bragg, North Carolina. Two of them were criminally charged with using false documents to gain employment and making false statements. The third was charged with being in the country illegally. The employees provided language instruction to U.S. Special Forces. On October 4, 2005, seven illegal aliens were arrested at the U.S. Air Force Base in Mountain Home, Idaho, following an investigation by ICE and the U.S Air Force Office of Special Investigations (OSI). The men - six from Mexico and one from Canada — were working for Nutek Construction, which was sub-contracted to build housing on the secure air base.

THE UK’S RELIGIOUS HATRED BILL REMAINS UNDECIDED
Religious Hatred Bill in the Hands of the House of Lords

LONDON, UK (ANS) -- The UK’s Racial and Religious Hatred Bill has undergone further debate in the House of Lords, but remains undecided. The Bill, which many UK Christians object to, will now go to Lords Committee Stage where it will be debated line by line by a select number of Peers.

Reverend Peter Kerridge, the Chief Executive of Premier Media Group warns that the Bill could still easily be passed. “If the Lords Committee decides to reject the bill or make an amendment, that request then goes to the House of Commons. MPs can accept these amendments or simply vote them down and send it back to the Lords. The strength of the Government means it does not have to accept any Lords’ amendments. If no compromise is reached, the Government can use the Parliament Act to pass any bill, although this is usually a last resort to pass a Bill.”

Earlier this month, Peter Kerridge and The Christian Lawyers’ Fellowship presented a letter to the home of Tony Blair, the Prime Minister stating their objections to the Bill along with the objections of 35,000 British Christians. On the same day, a peaceful protest was held outside the House of Lords by leading Christian figures and members of the public.

The Reverend Peter Kerridge stated in his letter to the Prime Minister, Tony Blair “Many Christian organizations, including Premier Media Group are concerned that if the Racial and Religious Hatred Bill is passed in its current form, the Bill will create a barrier to open communication on religious issues and endanger an individual’s right to freedom of speech.”

“We have further concerns that due to the broad and confusing wording used in the Bill, it could potentially be misused. If applied with the wrong motives, the Racial and Religious Hatred Bill could undermine civil liberties in a democratic society; it could also stop Christians legitimately proclaiming their faith and expressing accepted Christian teachings.”

Many UK citizens argue that current British law already protects minorities from abuse or threatening language and so the Racial and Religious Hatred Bill is unnecessary. The Lord Bishop of Winchester stated that “With words such as ‘likely’ and ‘any’ in the Bill, it seems that it will be extremely difficult for the distinction, which he sought to draw, between people and faith to be upheld among those who might hope that they can make use of this Bill. I believe that it is much more likely to attract would-be martyrs of various sorts and that it will not achieve the ends that it seeks to achieve”. Lord Carey, the previous Archbishop of Canterbury, stated that “I oppose the Bill not out of lack of sympathy, affection for those of other faiths or for what the Government want to achieve, but because the Bill is unclear, endangers civil liberties and raises unrealistic expectations.”

Thanks for the ping on this a_d.

I was away from the computer all day watching this. It appeared from the chopper shots they were checking box type trucks. I wonder who it is that has in their words "given then credible info before" that ratted out the Egyptian this time. It would make sense to send the bomb parts in through the harbor [we've discusses that many times here] then put them together in some warehouse.

I believe we also at one time were checking on the tunnels in the Baltimore area, can't remember why now.

It seems Wilma and the cessation of the threat level there has erased this story from the news now. I can't understand why they would just drop the threat level because they didn't find anything yesterday???? Or, as a former CIA guy said last night they [aq] may have decided just to send out these little tidbits to put us into alert mode every few weeks and drive us all nuts without having to lift a finger except, perhaps to dial a phone.

And a ping for our DC intrepid reporter.

Crude bomb may be root of explosion (PA)


HOLLIDAYSBURG - A laboratory is analyzing evidence consistent with an explosive device found Sunday on Newry Street, a federal law enforcement spokesman said Tuesday.

Special agent John Hagemann of the Bureau of Alcohol, Tobacco and Firearms declined to say what kind of evidence was found at the blast site.
Hollidaysburg Police Chief Jeffery Ketner also would not elaborate, but he said a furnace didn't cause the explosion.
