The redshift arising from the recession of spiral galaxies was actually detected by Wirtz in the 1910s. Freidmann found the 'expanding universe' solution to the GR field equations in 1922. Le Maitre published in 1927. Hubble interpreted the redshift in terms of recession in 1929.
CMB observed by Penzias and his pal around 1970. CMB does not equal red shift. And LeMaitre was a creationist with an idea outside the mainstream of scientific thought. I can only imagine the barbs that would have been hurled his way by todays science community. Yikes.
And Arp has an entirely different theory! Based on his observations that cannot be explained by the BBT.
