I'm afraid that your understanding is flawed.
Homosexuality is NOT "an action." It is a grave disorder of the person, encompassing psychological factors as well as the desire for sexual gratification with members of one's own sex.
"Celibacy" is irrelevant to the definition.

I suspect that the % of homosexual priests varies Diocese by Diocese, depending on the seminary-admission/retention policies of the various Bishops.
It's a safe bet that every Diocese has at least ONE homosexual priest; not so safe, however, that the number is 30+% nationally...

The RC church's stance on priestly celibacy is also not scripturally based. It is based on their decision to make it part of their requirements for the priesthood. Jesus was a little more inclusive, and Paul directly told us that church leaders must be tested, and must be married to ONE WIFE.

I have a co-worker, former Catholic himself, whose mother is still Catholic and belongs to this organization. I can't say I necessarily agree with what they're about totally but after hearing from my co-worker his complete lack of knowledge of the Bible before leaving the Church (he personally felt this was rampant in the Church), maybe RCF isn't so bad.
