No,
The Kursk had old style torpedo's which creates Hydrogen and exploded in the sub (obselete design).
Most of Russia's tanks are T-72's. Most of the BMP's are BMP2. Look at the troops in Chechnya and how they are equipped! AK-47, many without body armor even during the second war....... Here's a little fact for ya. Most of these new super duper ADA systems are nothing more than old potatoes reheated. S200 I think is a SA-5 (improved), S400 is a SA-10 I believe....... Most of these new systems is old technology repackaged; improved and marketed as something new.
They want to sell their stuff too, and as long as its not to some Tin Pot dictator like Syria (Which they are SA-18 MANPADS) or others there is no problem. But in todays world many build their own and the competition out there is fierce. Where does a Russian tank or fighter which is largely incompatible in doctrine and logistics fit into the equation? It doesnt. Except for price where they are competetive, the Russians only have the scrap left over markets of Tin Pot dictatorships as their customers.
Russia makes a lot of its money off of sales to people who no one else is willing to sell to. Who other than Russia or China would sell Syria advanced MANPADS systems? So while their stuff is largely junk and inferior to its Western counterpart, it will continue to proliferate since it does work and they are willing to sell to Libya, Iran, N. Korea or some other rouge nation. Within NATO the French are the bottom feeders. Beneath them you get into the sell to anyone category which Russia and China fall into.
