Fellow Freepers. I think we are seeing more srtategery in action. This is a direct counter-punch to the media attack on the President's response to Katrina. This move highlights the way the current laws work and will put the liberals in a catch-22. They would love to have more power, but supporting this move lets him off the hook. Opposing this plan shows they really DIDN'T want to fix the problem, just attack Bush. This move parries both lines of attack.

I tend to agree with this. I think the President is calling the liberals bluff. They screamed he didn't act fast enough, he is threatening them with a federal takeover just to put them in a spot from which they can't logically escape. They will look like fools trying to weasle out of this, but they will have to do it because they will not give up this much power to the president. Brilliant.
However, if he is serious. Then I have major problems with it.

Bush is in a position where he is not playing the "blame game" with the Governor or Mayor but is highlighting the limits that the Federal Government DID face in Katrina. Great move.

No, this is him begging for forgiveness for not acting the way the MSM wanted him to act. He needs to be touting federalism and maybe talking about better planning *with* states if they desire it, not yet another federal power grab and bureaucratic nightmare by this president..
At best the MSM is going to say too little too late, and at worst they will say this proves Bush was not ready for a natural disaster..

Excellent post. I agree: this is a maneuver to paint the caterwauling Left into a corner.
It mirrors Sharon's recent embrace of a Palestinian state, withdrawals from Gaza, etc: Suddenly the enemy is spotlighted like a deer in the headlamps. If you can read lips, you'll perceive them saying "Oh, $h*t".

Similar cleverness was attributed to him for signing the campaign finance reform bill, which clearly violates the 1st Amend.
