I do know that a lot of Louisianans (sp?) evacuated before the storm because some of them are up here in Huntsville, AL. I also remember seeing a Fox report that, as late as 10 P.M. on the Sunday before Katrina hit, there were concerns about slow moving traffic on I-10/I-59 even with the contraflow in effect. Also, a few days after the storm one of Fox's reporters went on a tour of the southernmost parishes with a LA National Guard general and was told by an official that the parish had been 97% evacuated before the storm. The big failure in LA was in letting 100,000 people stay in NO. Because of that the rescue and recovery of the rest of Katrina's victims from southern LA to AL became infinitely more difficult.
