With Landriue in the fallback position, I don't see any choice but to either federalize the reconstruction, or else just not do it.
We look at what the money paid for before the storm, then again during the storm, and the people in charge there come up short.
Nothing has changed, they aren't going to turn into General Honre overnight.
They're in the way in a huge way and they have to go.

Dallas got a bunch of Federal money to build levees on the Trinity River. What did we do with it? Sorry about the blurriness, I took the pictures with a slow shutter speed at dusk.

We built an enormous levee 50-60 feet taller than the flood plain (on the left), a quarter to half a mile from the river bed, which is 10-15 feet below the flood plain (it's behind those trees on the left of the picture). Then we built another one on the opposite side of the river to the same spec.
If we can do this in Dallas, why didn't NO, which has FAR more problems with flooding, do it? Where did all the money go?
And why didn't the citizens demand an accounting?
