I think most emergency professionals would disagree. They are ALWAYS looking for ways to do things better.

Sure, there are always ways to improve, but the result is hard to improve upon. 3 million-plus people *got out*.
Plans *never* survive the first contact with reality OR the enemy completely intact.
By the way, have you thought about what happens if you STOP people from evacuating?
