Well, isn't it a "hate crime" if you're not white and you're killing white people?

Or does the term "hate crime" only work the other way around?

Absolutely!

If Jose from Mexico assaults Pedro from Cuba, that could be listed as a white on Hispanic hate crime.

On the other hand, if Pedro from Cuba assaults Jose from Mexico, it could be listed as a white on Hispanic hate crime.

The Department of Justice hate crime form doesn't have a category for Hispanics in the perpetrator column; They're classified as white. Of course, there is a category for Hispanics in the victims column.
