There is no FEMA in each state. Louisiana has the Louisiana Office of Emergency Preparedness.

Does your friend know this person's name? That's a fairly wild assertion. Perhaps you should insist your friend provide an actual fact or two. Otherwise, it is a tinfoil cap fantasy, isn't it? The burden of proof is on your friend to provide some minimal evidence for the assertion before you respond to it.

Sorry for the trouble you have seen. When I get in to a shouting match with Moonbats, I always win. They hate me for a few weeks, then we are back to normal until the next shouting match...will the circle be unbroken..

Be sure to mention all the graft in the state of Louisiana done by DemoRATs.

Also, Federal FEMA sent lots of money to Louisiana to shore up the levees and for disaster funds but the money as spent on a bridge to make it easier to get to the casinos.

Does your looney friend think the rich white folk blew up the levee to keep the rich white folk houses dry? Yep, get better friends.

I can say that. I gave up a 20-year friendship because my friend dated a looney British guy who was anti-Bush. Whenever the Brit loon sent me an anti-Bush cartoon, I returned a Eurotwit cartoon (courtesy of Free Republic) back and said the Europeans were all nuts. I didn't want anything to do with someone who could date someone that looney.

"FEMA works with the Red Cross, the Salvation Army, and other organizations, but it has no direct control to order them to go one place or the other. The state’s own agency devoted to the state’s homeland security told them, 'You cannot go there.'

"Why? The Red Cross tells me that state agency in Louisiana said, 'Look, we do not want to create a magnet for more to come to the Superdome or the convention center. We want to get them out.'

So at the same time local officials were screaming, 'Where is the food? Where is the water?' The Red Cross was standing by ready. The Louisiana Department of Homeland Security said, 'You can’t go.'

"The governor... did use the Louisiana National Guard for some purposes, (but) did not deploy them in massive numbers initially. And they were not used to move any of these relief organizations in. I need help. I got into a shouting match with a "friend" in a store today. He informed me that the hurricane disaster relief from the Red Cross was indeed held up by the Louisiana branch of FEMA, but that FEMA in LA is run by a Republican who was part of the Bush plot to starve/kill Black people. This is insanity, of course

That's a great story in that it fits with the preconceived notion that Republicans hate black people. Its not a TRUE story of course, but it sure must sound good if you are a moonbat.

FEMA is a federal agency. There is no Louisiana "branch" of FEMA. Louisiana has instead a state Office of Homeland Security and Emergency Preparedness. According to their website, the LOHSEP is directed by Major General Bennett C. Landreneau, who is also the Adjutant General for Louisiana. Basically, he wears two hats: he heads the Louisiana National Guard, and directs this state office. His bio is here.

It looks like from his bio that he was appointed to his position in the National Guard by whoever was governor of Louisiana in 1997. I'm not sure when this other office was established, or when he was appointed director. However, it is a certainty he was appointed to his positions by the Louisiana governor, not the President.

Tell him in your conspiratorial voice the the "truth" is much scarier than that. Make sure you look figity and scared and then say something about Dick Cheney's Hurricane machine of doom (contracted out to Haliburton).

You can't bring up facts to moonbats, so humor them.
