Fire footage is generally, during a power outage, of refineries burning off excess product for safety. Generally you can see these fires for miles. Remember when I was on the 110 and the power went out off the right side of the freeway and five minutes later a huge fire bloomed up - it was a refinery blowing off product from the cracking towers.
