Ask the then mayor of New York - Rudy Guiliani how hard it was to get his people to work on the sunny days after September 11th. 2001. As I mentioned above, I think Landrieu's reference to "getting their people to work on a sunny day" is a reference to the transportation infrastucture; and not a reference to the city employees.
Her answer in that context is still a non sequitur; but I'd be cautious about accusing her of insulting the city employees.

And is party loyalty more important to democrat senators than standing up for American heroes? Obviously that will be the case. But political pressures from the union bosses may twist their arms in the end. FRegards....
