It speaks more to lack of character than to need, when charity is abused.

If you can't distinguish between gratefully accepting charity because it is needed for survival, and greedily abusing the generosity of others who may have truly sacrified in order to give, then a person could probably type until their fingers were bruised and bloody and you still wouldn't understand.
