I would suspect that your correct as usual as these folks have been doing it till the LEO's arrived to "save" them from themselves....etc etc .

Whoever ordered and is carrying out the disarming of, and displacement of law-abiding citizens in realtively unaffected portions of New Orleans...who are well provisioned and are remaining there simply to protect their own property...is worse than nuts. IMHO, they are violating their oath of office and the ones now committing the crimes.
