Just curious, but is Martial Law mentioned in the Constitution? I did not think it was, but I may be wrong?
If it is not, they have NO write to do this, whatsoever. Your rights are your rights, pure and simple.
A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
Maybe I missed something?

Not unless Blanco dclared martial law or a state of emergency or whatever it's called in Louisiana. It still wouldn't be legal, under either the US or Louisiana Constitutions. Habeas Corpus can be suspended, but the RKBA cannot be.
