Just curious, but is Martial Law mentioned in the Constitution? I did not think it was, but I may be wrong?
If it is not, they have NO write to do this, whatsoever. Your rights are your rights, pure and simple.
A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

This is pure city. The evacuation order is from the mayor, and it's the CITY police that are doing the confescating.
Of course, these people who are having their guns taken will own the city when this goes to court.
Our military has said they will not participate in any forced evacuation of American citizens from their homes. Of course, the NG is under the direction of the governor, so I don't know how they will escape, baring a huge outbreak of the runs due to the waters. A giant sick leave might work.
