. . .only heard this on tv/radio and was away and w/o computer access. . .soooooo; it was a 'phone call' but it was an interview with a radio station by which these comments are heard from Nagin. . .you did probably hear that interview snippet already. . .sorry for the confusion; and mine as well!

Just figured this out, when you asked the question and I checked 'google' for answer. . .and no doubt FR has it as well. . .and for sure. (of course, the entire interview is the ''Blame Bush' scenario. . .)
