All of the above. There is no reason to not bring food and water to people waiting for buses to evacuate them.
Oh yeah, I just remembered another delay cause by civil unrest. The bus convoy servicing the ThunderDome was supended for hours due to gunshots.

I think he (Shep) was talking about a Salvation Army truck below the bridge they were on on another causeway (?), and someone at FNC asked him if the Red Cross had shown up, and he said he hadn't "seen ONE Red Cross truck" yet.
