I agree with you about the president not being able to take the next step without the governor's sayso, short of pushing the country to civil war. My point was that the question "Do you blame Bush" is way too broad and includes those who blame him completely, those who blame him a little, and those who blame the governor but still have a smidgeon of blame for Bush for not just knocking her aside. The question is designed to garner the maximum anti-Bush numbers without explaining any of the "nuances" (if you'll pardon me for using a Kerry-esque word!)
Not only that, you poll anyone who answers the phones which means the 45%+ who don't bother to vote. If they don't care enough to vote, how close do they follow the issues? Not only that, there is a strong anti-authority steak in Americans. Anytime you ask about any authority figure a good chunk of people are going to tell you they suck JUST because they are in power.
