It is being reported that Bush went around Blanco and utilized the Insurrection Act to federalize the National Guard and send in active military troops to take over the rescue and put down the lawlessness that had taken over New Orleans. By whom? I don't take this woman's word for it. She needs a source for a big statement like that.
It has also been reported that the armed forces were allowed in by Blanco only if they carried no wespons and did no law enforcement. They were only allowed to bring medical teams and relief and rescue teams.

It leads to a document purporting to be Blanco's request to FEMA for help. It is dated Sunday the 28th, and they are saying that it was faxed in. Has anyone else seen this?
I'm also confused about the National Guard and Posse Comitatus. I thought that NG could be used for law enforcement if they remained under state control. If Federalized, they could come under P.C. and couldn't be used for law enforcement. Is this true? Is this author stating that the Mississippi, Alabama and Florida NGs were federalized?
Please comment.

There is reason to believe that President Bush, running out of patience with Blanco by Saturday morning, used the only option that remained to him. It is being reported that Bush went around Blanco and utilized the Insurrection Act to federalize the National Guard and send in active military troops to take over the rescue and put down the lawlessness that had taken over New Orleans. The forces that Bush had poised to move into the city, swung into action. It was no accident that the major, organized rescues began when the sun came up on Saturday morning. At 6:30 AM, when the sky over New Orleans was suddenly filled with military helicopters and military convoys poured into the streets, they were there because of President Bush, not Governor Blanco. Insurrection Act was not invoked, as is obvious from the roles played by the various agencies.
National Guard and local police, all under Blanco's control, were the ONLY agents responsible for civil order.
Active-duty military function was strictly limited to Search and Rescue. ergo, no invoking of Insurrection Act.
Blanco resisted any expression that there was civil disorder.

This is all well and good, and makes sense too, but for any of it to be convincing to the idiots on the left, there has to be some sort of documentation that it really happened. I have skimmed the thread quickly and didn't see that. Does anybody have a link to that information?

The Posse Comitatus Act prevents, by federal law, the president of the United States from sending federal troops into any state without the direct request of the elected governor of that state.
The big thorn in the side of the blame Bush crowd.

Wow, this is a powerful editorial here by Barbara Stock. Governor Blanco appears to be some kind of borderline psychotic who is incapable of rational decisions. I believe when all is said and done the despicable behavior of Dem politicians and the MSM will backfire on them and they will lose even more credibility with the American public.

Good article, but people's first line of defense should be themselves, then local etc.
It should be of no surprise that the left wants a communistic government ready to take over any place any time for any reason. Do they even know what they are asking for?
What shocks me the most is that they are asking for it while Bush is president.

Great article, but just a few questions.
What does the Insurrection Act have to do with the Posse Comitatus Act?
Did President Bush use the Insurrection Act? I didn't see the article actually address that point. (Although, I could have missed it.)
