Geraldo tried to say that the buses weren't used because there was no place to send the evacuees. (So was it better to just leave them where they were?) And then he broadly hinted that it was because of racism that nobody would want to receive them.

I'm willing to bet that down the road, when it is all sorted out, we'll learn that he was pretty much right about that, at least in part. Before the hurricane hit I speculated that the reason for not getting the transit-dependent poor out was because the rest of LA couldn't agree on a plan, with no city willing to take in 'trouble'.

Subsequently we have learned that there was a statement in the state's evac plan for using transit, but we don't know if the plan specified where shelters were to be setup to receive massive bus migrations. Betcha the other parishes fought attempts to put such shelters in their borders, for both cost and 'demographic' reasons.
