90% of those engines are going to have to be replaced or rebuilt, the other 10% are going to be shaky and should be replaced anyway.

Nah..you empty the fuel tanks, pull the oil pan, let them dry. The point is that the vehicles do not need to be replaced, which would cost the city millions.
