No leadership -- until a group of us with backgrounds as military officers and civilian executives took over and got things moving. There was little in the way of organization. The Red Cross staff - try as they may - were failing in their mission to coordinate things.
Things were much better by the time our shift ended. We had the shelter humming.
There is a massive volume of donated supplies, clothing and food. So much so, in fact, that at the shelter where I was, there's no longer space to put it all.
What's needed now is money and time.
Persons in this area are needed to work the shelters -- and cash is needed to buy medication.
