The plan clearly indicates the Stafford Act takes lead control and the FRP is not acted on until the provisions of the Stafford Act are met. There is no FRP that removes the authorities of the state in a time of disaster or crisis. The FRP is a coordination between 27 Federal Agencies and has nothing to do with coordination with the state.
Appendix D-Overview of a Disaster Operation D-3, the diagram there is a nice graphic presentation of how or when the FRP is implemented. Nothing about the FRP supercedes any of the current Emergency Response Standards.
Although I do appreciate the comment that was made, as it is a good representation of what types of questions and misinterpretations that will be asked by the congress critters, many of whom are not trained in Emergency Response or any type of command and control operations. This all needs to be watched very closely, because we may very well see the erosion of States Rights as the result of this horrible catastrophe. We need to be sure this does not happen because of the poor leadership of the few, but we should make sure going forward that public officials receive extensive training once elected to office with an annual certification requirement, much like the rest of us in the emergency response business.
People with cars, that is. So once again, there is no plan for those without resources and who now live in another state to be given the same opportunity.
C'mon. Your comment reminds me of Churchill's quote about "the vice of capitalism is an unequal share of the blessings, while the virtue of communism is an equal share of the misery." It sounds like you want to prevent those with the ability to start recovering their lives from doing so, until there is an equal share of misery.
And I'm not sure this plan letting people go back is a good idea. Wasn't a fortune just spent getting people OUT? Some of these people are going to be tempted to stay, especially in the sections that have electricity.
While you see these images all on the same TV screen, they are occurring miles apart. The misery index is not uniform across the region. And to answer you point about people leaving again, I would just say that those, returning with cars, are the most likely to depart again, because they a) have current mobility; b) probably have the financial wherewithall and skills to want to seek to rebuilt their lives as quickly as possible. It is only humane to let people attempt to salvage a few mementos from their lives before moving on.
I'll leave it to the doctors to decide if it is medically safe to let people remain, if the water and electricity are restored.

I think that is an EXCELLENT suggestion...a mandatory traning session for all governors and mayors of cities over 2500 people. Something like that might have helped Governor Blanco and Mayor Nagin, who have had to rely on the advice of advisors, some of whom are acting at cross purposes.

If they don't personally have the knowledge, they need to at least be capable of delegating appropriately.

That probably couldn't have hurt, but what was required in this crisis (as in any crisis) was for someone to rise WAY above their limitations and perform heroically.
Seminars and training and sand-table exercises can't prepare people to do that.
I agree. And as stated preciously, a leader can make the right decisions, as long as they delegate the decision making to an appropriate member of their team (assuming they have an appropriate team).
Otherwise, they have no business being in office.
So when we notice that NO actually no plan for people without resources we're now called Communists? LOL.
