Cremation isn't horrible. The Catholic Church allows it even. However, the state might need to legally declare the necessity because in many states, cremation is not allowed without the express consent of the immediate family.

We went to the Grand Casino at Kinder one night and sat down for dinner in one of the restaurants that had a salad bar. I forget exactly what he brought back to the table, but when he said to me "Would you please pass the jelly?" I almost spit my coffee out. He had never seen the Polaner ad, so he had no idea what made me react like that. Let's just hope he never asks me if I want to go for a dip in the "cement pond." Beats me. This is the first disaster where I have reviewed the fed/state relationship and the role of FEMA.
There is always tension between fed and state, that's a good thing. ANd there is always the political reality of politicians putting reelection and control before their constiuents. I just gotta shrug that off, the people get all of the government they tolerate and deserve.

I don't, not for the lack of leadership. I do for her personal loss and any feeling she may have there, but I think she is wrongly and selfishly holding on to something she can't handle, and lots of people died and will die as a result.
Just to expand a bit on the remodel analogy, you don't have to give up control of the job as a unit. You might keep control of the floor and wall covering, but let the bank or contractor choose the cabinets, or the fittings. Likewise in a disaster, there are all sorts of authorities that can be passed along - either territorial (i.e., form main street to snd avenue), or competency (Blanco waived regulations for the practice of medicine and to be deputized as law enforcement in Louisiana).
As you might imagine, the possibilities are infinite, and this is good becuase it permits the authorities to adjust reaction according to unpredictable situations. Blanco could have given federal control for police and restoration of civil order from an interstate exit to the Dom and Convention Center but no further, if she wanted.
"I have determined that this incident is of such severity and magnitude that effective response is beyond the capabilities of the State and affected local governments, and that supplementary Federal assistance is necessary to save lives, protect property, public health, and safety, or to lessen or avert the threat of a disaster. I am specifically requesting emergency protective measures, direct Federal Assistance,..."This sentence specifically asks for help to save lives.
Are you saying she was just not clear enough in what kind of help to save lives? That it was still just asking for money to save lives?
If I can jump in here, you can check the "Enclosure A" to the request and you will find a list of the specific items requested and how Gov Blanco wanted to allocate the money she was asking for. Here it is in full:

Note that $0 is to go "Coordination" and $0 is to go to "Distribution of emergency supplies" -- the two things people are claiming FEMA did not provide. Under the terms of the Stafford Act, if she did not request it, she wouldn't have received it. The part where she is requesting "Emergency Protective Measures" is broken out in the list and is budgeted at $9,000,000. You say that "This sentence specifically asks for help to save lives" but as you can see both "Coordination" and "Distribution of emergency supplies" are not a part of "Emergency Protective Measures."
Estimated requirements for other Federal agency programs:
Department of Social Services (DSS): Opening (3) Special Need Shelters (SNS) and establishing (3) on Standby. Costs estimated at $500,000 per week for each in operation.

That is correct. The Stafford Act is a mechanism by which the States can request federal funding to supplement disaster relief operations. The actual physical implementation of disaster relief operations is a responsibility of the States or Territories, such as Guam and Puerto Rico. Each State or Region has a FEMA director charged with coordinating with local officials to support disaster relief functions. Ultimately, however, the disaster reponsibilities reside with local governments, not FEMA. In the case of the Gulf States affected by Katrina, the Governors of those States are responsible for actions in their States with respect to disaster operations. With the exception of the Coast Guard, all deployed active and non-active military personnel deployed to support the States to mitigate the effects of Hurricane Katrina report through the chain of command to the Governors of each State. Since the Coast Guard was transferred to the Federal Homeland Security Department previously under the auspices of the Stafford Act, they report directly to the current Director of that Department, unless they are deployed outside of US Territorial waters as directed by the President or the Congress. An exception to those general rules for example would be in the Great Lakes were we share a border and vital shipping lanes from Lake Superior to the Atlantic with Canada. Thus, Canada and the USA share responsibility for the protection of those vital assets via longstanding treaties between the two countries.
