Media blaming Bush but they are able to do this because the majority of the people in the UK do not realise the legal implications and how things work in the States regarding who is responsible for what.

We would expect the National Government to appoint a disaster minister from day one and take control but they do not point out to their audience how different that is in the States that the National Government cannot just wade straight in.

I understand that most people in the UK don't understand the federal/state relationship.

Unfortunately, a lot of Americans don't understand it, either.

We need to get busy explaining this , because the media won't do.

I don't think most of the world, the LSM and many Americans understand the American system of government and/or they've forgotten that we are a REPUBLIC made up of 50 states. Each state has a governor who is supposed to be the CEO of that state and protect its citizens. They also have the power to call out the guard and the state police/highway patrol. The mayors are supposed to act in a similar capacity at the local level. There are laws the prevent the President from doing many things within the state unless he is invited in or asked by the governor. If he came in without being invited the shinola would hit the fan - big time!
