The federal government can't barge into a state without that state declaring a disaster and inviting the federal government in. That's the Constitution.

But if the local government calls for federal help due to a disaster they should be there, working together to save lives and combat any trouble makers.
It's the same governmental agency rubbish, local & feds not cooperating with each other - even after September 11th.
