Could it be because the FEMA guys are on the lines, while this guy is a rear admiral...say, 500 miles to the rear?
The charities like the Salvation Army, Red Cross & many others civic minded assistance groups are there doing the best they can under these horrific circumstances. Nurses & doctors working around the clock saving lives.
