That's just it. If you were convinced by the feds that they could handle any crisis that presented itself than you were attributing Superman qualities to the federal government. Because it's just not possible be prepared for every situation (unless you're Superman). The government, at all levels, is made up of regular people, just like you, who are doing their very best with what they have available. That's all they can do and that's all I expect.

The gov't squanders billions and billions and billions. If even a fraction of that money were used productively, perhaps the level of these types of calamities would be lessend. Its not an all or nothing thing, but tell me, what has billions and billions on homeland security done for us?
