You were right on target. Bush was slow on the draw but I think it took a bit for everyone to realize this was not an "Andrew" but a "9/11".
Just read that some Republicans are asking the President to put Rudy in charge of overseeing this... personally... I think that's a great idea!
Again....Bush declared it a disaster area before the dang thing ever hit.
