28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

Best to give it a few days before the regular DOD is called upon, because to do that, means Martial Law would have to be declared nationwide first.

Nope:

The Insurrection Act (Title 10 USC, Sections 331-335). This act allows the president to use U.S. military personnel at the request of a state legislature or governor to suppress insurrections.

Nothing there about nationwide martial law.

It was amazing. He put roadblocks into the county and instructed his deputies to 'shoot to kill' anyone who tries to get in. He said that garbage going on in New Orleans will not happen in his parish.

A little bit of hardass goes a long way. It's almost a momentum thing. Once you start down either path, there's basically no turning back.

In Army lingo LNO is the Liason Officer and I presume LSP is Louisiana State Police. This must be have been the police contact person at the SuperDome

KWCH in Wichita has raised almost 300,000 bucks in donations via a Red Cross phone bank. Incredible.

I hope it gets even bigger. They need all the help they can get down there.

Thank-you. With the horrific conditions that are currently being faced by the poor souls in the disaster area, I was concerned that my comments about the ease of the cleanup might be interpreted as too flippant. However, I'm starting to get irked by the bozos who are suggesting that New Orleans shouldn't be rebuilt. IMHO, that's a pathetic attitude of a loser. I was raised to have a strong, American "can do" attitude. Piddly excuses why we can't or shouldn't rebuild New Orleans don't set well with me.

Good thoughts Willie. Not only that, it might give them a chance to enact decent building codes that specify foundation height and materials that should be used for building. Even my 16 year old noticed that today...why are we building homes in hurricane country out of wood? Concrete has a much better chance of withstanding the winds and flooding....

What is so "pathetic" about stating the truth that having a city of 500,000, six feet under seal level, and in hurricane prone area is not exactly a good idea.
