I don't know about that. I think if a few/several looters and snipers were shot dead the whole situation might change.

They COULD do a lot, but that depends on both what they're authorized to do and their line of sight to target.
I doubt this is true though- DF doesn't even officially exist. Highly unlikely they'd be using such an outfit in this situation.

You could be right. I doubt they have any idea what they're getting into, unless they've really been in there for awhile.
Really? These aren't suicidal jihadist or kamikazies we're dealing with here; these are desperate people made brazen by a lack of authority.
You start having members of roving gangs, openly armed, given warning to disarm...then have those who refuse dropped one by one by an unseen sniper, I think they'll get the message that the rules of the game have changed.
You see a member of your looting posse's head explode by a high-powered round delivered between the eyes, and stealing that pack of smokes from the corner store doesn't seem that important anymore. Fun's over at that point and you think twice about doing it.
These guys could get a lot more than done then a 1,000 N.O. police. IMHO
