Martial law should have been declared in NO days ago. New Orleans' mayor should be deposed and replaced with someone comptetent.
Sounds like a distinction without a difference.
I think they're waiting to declare a SOE when the massive and smaller clusters of people are evacuated. Otherwise there may be gunfights erupting all over and innocents will be trapped in the crosshairs.
After the major evacuations, there should be orders to shoot to kill anyone brandishing weapons other than LE.
