The 36 hour time appears to based on the inch an hour drain rate and 36" above sea level. It doesn't work that way! The flow rate goes down with the square root of the pressure head. It will take more like 7 days.
Also, I sure hope they have the the flow from the river stopped into LP.

Beats me -- have no idea how long it will take to drain the city. Last night they had an "expert" on levees on and he said they would take out the levees protecting the city to drain it quicker. If they start draining the city won't more water come in? As you can tell I have absolutely zero knowledge about levees.
