All the miltary units are HF, FM, and SATCOM. They have *no* problems talking to each other and coordinating.
Unfortunately, NO didn't see fit to invest in portable radios, apparently.

--The police should have looted them from Circuit City before the mobs set in. There is no valid explanation why the police have such poor communications there.
