The president needs to find a domestic Patton to send down there and knock some local and state officials upside the head. I don't know why the fed troops aren't in there already, but I have a feeling it has to do with local ineptitude. These people, esp in NO, need help and their elected local leaders are clearly not up to the challenge. Soon, if not already, Bush will be blamed not just by leftist whackos but by the regular joe watching the MSM. I pray that he'll get out in front of this and act boldly and, if necessary, override some of the laws preventing federal involvement in state affairs.
One more day of this and there are no more excuses. It will go to the top.
He ought to send Jeb. I'm sure Florida would lend him for a few days. That's what needs to be done.

President Outlines Hurricane Katrina Relief Efforts
"I have directed Secretary of Homeland Security Mike Chertoff to chair a Cabinet-level task force to coordinate all our assistance from Washington. FEMA Director Mike Brown is in charge of all federal response and recovery efforts in the field."
and from a different page on the WH website:
"Secretary Chertoff has declared the devastation caused by Hurricane Katrina an incident of national significance - the first-ever use of this designation."
What more can you be looking for? It is clear that the President has taken charge here, and has us working on getting the job started.
Governor Blanco must make a formal request for federal military assistance. There are particular words of art she must use. I think a proclamation of martial law in the affected areas is part of it, but am not sure about that. But federal assistance is limited absent the particular words of art by Governor Blanco. Also see post No. 406.
