WASHINGTON - Energy Secretary Samuel W. Bodman said Wednesday the Bush administration will release oil from petroleum reserves to help refiners affected by Hurricane Katrina. An announcement was expected later in the day.
The move is designed to give refineries in the Gulf Coast area a temporary supply of crude oil to take the place of interrupted shipments from tankers or offshore oil platforms affected by the storm.

Seems everyone still missing the real reason for these fuel spikes. How many times has the public been told that there is NO oil shortage, but a shortage of refining capability. Now then all of the sudden the public is to believe that opening up the strategic oil supplies will somehow bring the prices at the pump down ?. Does it seem to you that the american public is being duped yet again ?. The rules to this game haven't changed and they never will (smart money vs. dumb money). In order to have winners, you must have losers. The word "is" - I get it now !
Mexico's laws don't allow foreign oil companies to own assets there.
Katrina's Gulf of Mexico Wreckage May Spark $100 Oil (Update2)
HINT - the EPA has not allowed a new refinery to be built in the US in 30 years. US Oil companies would build and expand facilities in a NY minute if given the chance.
As long as environmental wingnuts run the EPA, we will ALWAYS be short of refinery capacity.
It was a dumb move for him to wait.
The Stategic reserve was established for things like this. The president should have acted a year ago.
I think that SOME oil from the reserve should be sold, certainly not all of it. No more than a few million barrels.
Me thinks that the Army Corps of engineers could get started very quickly. The greenies won't like it, but that's the beauty of it.
Send in the Army Corps of Engineers to start drilling in ANWR now.
Also, if every auto would burn just a gallon less per week (that means the driver of course)...

42 gallon [US, liquid] = 1 barrel [US, petroleum]
2,000,000 barrel [US, petroleum] = 84,000,000 gallon [US, liquid]
There are in excess of 200 million vehicles; if only 84 million burned one less gallon per week...
