It was reported today that LA has at least 75% of its National Guard available and another 100,000 NG troops available nationwide. The real crisis is only 24 hours old and it is impossible to mobilize that quickly. Yes they could send thousands running in willy nilly but that would be an exercise in futility.

Understood, you are right. It does need to be an organized effort. Even with a contingency plan I suppose it's extremely difficult to move that many people and supplies.

Didn't they know far in advance that SOMEthing was going to happen, if not exactly where and how much??
