Everybody and their brother is filling up their tanks given the widely publicized 20 cent plus rise in rates. That brings in the next truck of expensive fuel sooner. Let's say (using made-up numbers) that the average gas tank nationwide is 25% full but now 50% full based on people keeping topped off. That spike in demand will cause a quick change of rates even if the supply was undamaged.
