Looting food, water, supplies is fine IMO. Looting stereo, goods, etc, that is wrong.

I agree with you. Saw a story about rescue workers who had to stop at a damaged and unattended hardware store and gather tools that they might need in their work. They made a point of saying they were not looting, that they would pay for it later. I can't imagine that the store owner would object, under the circumstances.

I'm not sure it's survival mode as much as these people feel they can get away with it. Many were doing it yesterday in areas that were not yet flooding. Just a bunch of bad apples. It's probably a thin line between a lack of morality and just trying to survive in this situation. As the flooding get's worse, and people go longer without food, I think you're right...they will be in survival mode.
