Civilian watercraft *are* heading to the area. 300 of the "rescue boats" that went out at dawn are airboats from other states. 60 of them were from Texas.
Dunkirk had a lot of problems, but the most important thing to remember was that it *worked*.
New Orleans could use fire fighting aircraft making air drops to douce those non gas fires.
