I suspect that if they started evacuation of the city over the weekend, they could very well have faced a disastrous situation where people were evacuated out of New Orleans to strong buildings in surrounding towns, only to find that they had to move AGAIN to escape the rising flood waters.

There were basically two different concerns here: the hurricane itself and the flooding afterward -- and the emergency responses for the two situations aren't the same.

But if they had evacuated as many people as they could have, then they wouldn't be wasting this time going around looking for people.
