Uh, not according to some of the people I've known in the path of hurricanes (North Carolina, for example). In fact, you sometimes hear this on the news of small TV stations when they interview those who stay behind.

I've lived in FLORIDA for several decades and I've NEVER heard anyone say they didn't want to leave because they were "afraid they won't be allowed back." Never heard it on the news or anywhere else.
