He said that info was from emergency Police radio, it wasn't a personal observation.
I didn't hear him say exactly where it's happening.
There would be, I would think, if that French Quarter levee had busted as we heard reported. Seems there is a breech along the river in the "9th Ward." Don't recall where that is but it could be further down the river outside of New Orleans itself. Someone else can help me here. The area where flooding is possble from the lake is actually in Metaire and I believe Kenner, so that could be causing some confusion. That area is very low and they could be getting clobbered from the lake breech AND the river.
Naw, it's them poor people in what is called "The Lower Ninth Ward" for good reason....

When Shep talks about persons on their roof to escape flooding, he's probably talking about the east/southeast section where the levee broke. It is the smallest of 3 separate areas of the city with their own levee systems creating 3 different bowls. So that flooding shouldn't affect where he's at downtown/French Quarter. With the winds from the north and west now, any major flooding (besides of course the rain) where he is at will come from Lake Pontchartrain's waters overtopping or breaching the level on the north or west.
