Yup. That is my call. When you see a tragedy in the making, with the ball being dropped, you act decisively. The Prez can declare martial law, and put the national wheels in motion.
Usually a President calls in national guard to help when the govenor of a state requests it....usurping a govenor's authority is a fine way to mess up our chain of command.
