Praying for him to see the truth, cease his actions, etc. yes. Its a requirement of the religion to love everyone. Sometimes its real hard. But its part of what we are asked to do. Even so, it doesn't change the prayer for justice to be served. It is possible to love your enemy, and pray for justice for those he has done wrong at the same time. There is no conflict.
