I'm kinda new to FR so please advise me. What is a "troll" as used by FR members?

Same as it is everywhere else.
A troll (as in trolling/fishing) is someone who signs up to post inflammatory statements and to kind of disrupt the forum.
I don't know that he was a troll at all, looking at his history, but he exercised some poor judgment in repeating a typical leftist rant (Bush lied, people died) and got the Zot (suspended/banned)

However, not all disagreement can be attributed to trolls but it does make for some interesting threads. Sometimes the Admins will give a few people a "timeout" to cool down. Every once in a while we see people who spew liberal talking points and that usually leads to some really heated discussions.
