The following strikes me strange. Nowhere can I find the Mansur's name even though it is said that they own 60% of the island.

The Mansurs are agents so to speak of the more dangerous Cuntreras/ ? {cant remember the second name} Cosa Nostra family whose head was married to Pablo Escobar's sister. They are notorious. Long article on them,,Rothschilds of the Caribbean.

But from that article the Mansours came in and sort of picked up the mantle when the CN was sent out.

The CN owned the island, owned it. Now the Mansours sort of run it. But they are not CN.

I don't know in what context ownership is used but the reference may not be to brick and mortar type ownership. From your link:

Principal Imports

Crude oil, food, consumer goods, machinery, textiles, transport equipment.

Much of what makes the island go round is imported and the Mansur name is often associated with trading companies.
